Founder and CEO of Star Environmental, Lochlan Gibson has over 30 years’ experience specialising in team leadership, environmental and planning approvals, Environmental and Social Impact Assessment (ESIA), engineering design and community engagement.

We are based in Brisbane (called Mianjin / Meanjin by its traditional custodians, the Turrbal and Jagera people), working within Australia and across the globe.

Willy Vukan
Senior Environmental Consultant:
Willy has over 12 years’ experience as an environmental and safety engineer and Consultant. He was previously with a global engineering firm completing projects in approvals, ESIA, ESA, site contamination, EMS development, environmental compliance and management for a range of energy, resources and industrial projects and facilities

Lochlan Gibson
CEO and Principal Environmental Scientist
Lochlan is a Certified Environmental Practitioner (Impact Assessment Specialist), with over 30 years’ experience specialising in project leadership and management, environmental and planning approvals, ESIA, engineering design, technical study coordination, due diligence audits and stakeholder engagement. Lochlan has unique experience leading ESIA and managing technical teams for major energy, resource, and infrastructure projects through life of project, with a background in leading engineering firms (over 200 people and $30 M revenue). He has completed over 45 ESIAs and 60 Environmental Management Plans (EMP’s) for projects in all States of Australia, United States of America, Trinidad and Tobago, Qatar, Vanuatu, Laos, Kiribati, Papua New Guinea, Saudi Arabia, Canada and Indonesia.

Willy Vukan
Senior Environmental Consultant
Willy is a Certified Environmental Practitioner (CEnvP) with over 15 years’ experience as an environmental consultant, delivering strategic solutions to a diverse range of clients. As Managing Director and business owner of a socio-environmental consultancy, he provided expert services in approvals, ESG, compliance, and management systems across multiple sectors. Willy has led and completed over 150 projects, including ESIAs, due diligence assessments, site investigations, and the development of management systems. Previously, with a global engineering firm, he delivered strategic guidance and oversight on projects of varying size and complexity, focusing on impact assessments, environmental and social safeguards (IFC, Equator Principles), and regulatory approvals for clients in the energy, resources, and industrial sectors across Australia, Papua New Guinea, Brazil, Latin America, the United States, and the European Union.

Evelyn Gomez Juarez
Senior Environmental Consultant
Evelyn has over 8 years’ experience in the environmental area across the private sector, public administration, and research. Her education includes a Degree in Biology, a Professional Certificate in Public Management for Development, and a Masters in Environmental Management. Evelyn has experience overseeing the implementation of environmental, sustainability and climate-related policies, programs and projects in a megacity setting in Mexico. Her project experience lies in the areas of biodiversity conservation, water pollution, and industry development in Australia and Papua New Guinea.

Joseph Rickson
Principal Social Scientist
Dr Joseph has over 25 years’ experience working in the field of Environment and Social Impact Assessment, social license management and community engagement. Joseph has developed and lead environmental and social mapping projects in energy, mining, infrastructure industries within legislation of Australia and internationally. This experience has been incorporated Native Title, Cultural Impact Assessment and Cultural Loss Compensation with indigenous Australians.
